line-height: 150%;">《意见》提出，从两方面加快完善冷链物流基础设施网络。一是优化枢纽港站冷链设施布局。</span></strong><span style="font-family: 微软雅黑; line-height: 150%;">结合国家冷链物流骨干通道网络建设，依托农产品优势产区、重要集散地和主要销区所在地货运枢纽、主要港口、铁路物流基地、枢纽机场，统筹冷链物流基础设施规划布局，推动铁路专用线进入物流园区、港口码头，完善干支衔接、区域分拨、仓储配送等冷链运输服务功能，提升冷链运输支撑保障能力。</span></span></p><p style="margin: 0px; line-height: 150%;">二是完善产销冷链运输设施网络。</span></strong><span style="line-height: 150%; font-family: 微软雅黑;">支持有条件的县级物流中心和乡镇运输服务站拓展冷链物流服务功能，为农产品产地预冷、冷藏保鲜、移动仓储、低温分拣等设施设备提供运营场所，改善农产品产地“最初一公里”冷链物流设施条件。鼓励生鲜电商、寄递物流企业加大城市冷链前置仓等“最后一公里”设施建设力度，在社区、商业楼宇等设置智能冷链自提柜等，提升便民服务水平。</span></span></p><p style="margin: 0px; line-height: 150%;">《意见》还提出，从三方面推动技术装备创新升级。一是推进冷链运输工具专业化发展。</span></strong><span style="font-family: 微软雅黑; line-height: 150%;">加强冷链运输车辆技术管理，冷链运输车辆应当按规定配备符合标准要求的制冷和温度监测设备，并保持功能良好。强化冷链运输车辆相关标准引导作用，推广应用多温层、新能源冷链运输车辆，支持城市冷链配送车辆安装使用尾板。加快铁路机械冷藏车更新升级，加大货车轴端发电、机车供电、电网取电等技术攻关力度，研发和制造适应小批量、多批次、高时效运输需求的铁路冷藏车型。</span></span></p><p style="margin: 0px; line-height: 150%;">二是促进冷链运载单元标准化发展。</span></strong><span style="line-height: 150%; font-family: 微软雅黑;">推广应用标准化周转箱、托盘、笼车等运载单元以及冷藏集装箱、蓄冷箱、保温箱等单元化冷链载器具，提高带板运输比例。鼓励企业研发应用适合果蔬等农产品的单元化包装，推动冷链运输全程“不倒托”“不拆箱”，减少运输环节损耗。加强冷藏集装箱检验检测，大力发展国际海运标准冷藏集装箱，推动和规范海运冷藏集装箱在道路运输等其他运输方式中的使用。</span></span></p><p style="margin: 0px;
